Avery's plan is to divide the team members into 2 smaller groups. The first group consists of people with strong aggressive pokemon to destroy the rudders of a troopship in order to immobilize it. The second group will have to sneak on to a Kanto battleship, find and take over the control room then steer and crash it into the immobilized troopship. The first team will need to cause distractions so the second time would have a chance to board the enemy's ship.
